AlhamduliLlahiwa bi-Hi nasta'een, to proceed.

Below are the rights and manners of reading the Qur'aan. Starting with the rights:

1) To read it often as it is the habit of pious people.
2) To memorize it.
3) To teach it.
4) To act upon it.
5) To honor it.
6) To cite it first before other citations.
7) To place it at higher place over other books.
8) To understand its messages and ponder over the commands.
9) To prohibit and judge with it.

Its essential manners are:

1) Ablution is recommended prior its recitation {Imam Nawawi opines that a reciter should withhold from reading it when passing wind, till it stops).
2) It is allowed for a sexually defiled man and a menstruating woman to read it. Though it is better to take a spiritual bath (janaabah) before reciting it to honor the Word of Allah {as opined by Al-Bukhari, At-Tabarani, Dawood, Ibn Hazm, Al-Adawi and their predecessors are ibn Abbas(Habrul Ummah)Sa’eed bn Musayyab and Sa’eed bn Jubayr}. 3) It should be read in clean place. The most honorable place is the masjid, while the loathed place is bathroom.
4) To face the Qiblah and sit with tranquility.
5) Chewing miswak to honor and purify the mouth (if recitation stops for a while, in which uttering ta’awudh is recommended, to chew miswak is also recommended).
6) Basmallah should be considered at the beginning of each chapter except al-Baraa’.
7) Reciting it in a slow tone. Recitation is of 3 types viz:

Tahqeeq: it is prophetic method of recitation, whereby it will be read slowly and each rules will be given their right.
Hadr
: it is the swift way of recitation.
Tadweer
: it is between the both.
8) Comprehension of its meanings and pondering over it, it is mostly needed, breast and heart were opened via it. Definitely this is part of what Al-Qur’an we revealed for {see Q38:29}, yet almost people have left it {see Q 25:30} and many verses where Allah reprimands its victim {see Q 4:82 and 47:24}.
Tadabur:
Is to let the heart ponder on what is pronounced, know the meaning of each verses and intend to accept them. If it is in what he has failed in the past, he should seek forgiveness. If he reads the verse that speak about Allah’s mercy, he should be glad and request for it or torment he should feel pity and seek refuge from it.
9) There is no harm in repeating an ayah (out of khusoo’).
10) It is recommended to cry, feel grief and humility.
11) It is recommended to beautify the voice.
12) It is legislated to read it with tafkheem.
13) It is recommended to raise voice (or lower it when necessary) at least tongue should be moved and heard by the reader himself. Those who trace it with their eyes never read Al-Qur’an (even during salah – see Sharh Sifatis Salah).
14) To read it in mushaf is better than offhand.
15) It is disliked to interrupt the recitation because of laughter or play or by looking at distractive things.
16) Reading it in another language is not allowed.
17) It is not allowed to mix different recitation together(Bidau Al Quraa p.17)
18) It is not allowed to recite Al-Qur’an using strange method i.e Qira'atus-Shaadha{ibid p.16}
19) The basic (ruling) is to recite the chapter based on the arrangement of mushaf, though it is allowed to read it otherwise.
20) It is legislated to listen to Al-Qur’an and discard talking and chit-chat.
21) It is legislated to prostrate where it is legislated (they are of 15 places).
22) The best month to read Al Quran is Ramadhan, the best days are the day of Arafah, Jumu’ah, then Monday, then Thursday, the last ten days of Ramadhan and the first ten days of Dhul-hijjah.
23) To call the family at its completion to make dua (this was narrated in the authentic athar of Ibn Mas’ud. See at Tibyan and Juz’u fil marwiyat du’aa khatimil Quran of Shaykh Bakr bn Abi Zayd.
