The Harm of Declaring A Muslim Government Kufr

Introduction: This was compiled in correcting one Abutawheed Aningiriyi II, a Nigerian Muslim youth actively misleading Muslims with the teachings of the Khawaarij on one of the social media. He is based in Lagos, the former capital of Nigeria.

He preaches the innovated form of Jihaad as taught by Osama bn Laden et al. He does not hide his love for the Boko Haram zealots and other violent people fighting self-styled Jihaads here and there.

Thus his Khaarijee tendencies made him declared the government of the Kingdom of Saudi Arabia as Kufr (unbelief). That made us wrote this rejoinder which eventually culminated in issuing a warning about him for the Muslims. Click here to read the warning.

Indeed all praise is due to Allaah, the Lord of the Manifest Majesty. I bear the witness that He alone is worthy of worship and that Muhammad is His slave and Messenger.

We like to start this compilation with the warning from Imaam Ahlis-Sunnah Wal- Jamaa'ah, Al-Imaam Ahmad, rahimahullaah. For sure he was never a Saudi nor 'a Saudi scholar' when he was telling the Ummah in his book, Usool Sunnah, what makes Muslim a member of Ahlus-Sunnah Wal Jamaa'ah and what removes him from it. He – may Allâh bestow mercy on him – said:

ومن خرج على إِمام المسلمين ، وقد كان الناس اجتمعوا عليه ، وأقروا له بالخلافة ، بأي وجه كان ، بالرضى أو بالغلبة ، فقد شق هذا الخارج عصا المسلمين ، وخالف الآثار عن رسول الله صلى الله عليه وسلم ، فإِن مات الخارج عليه ، مات ميتة جاهلية . ولا يَحل قتال السلطان ، ولا الخروج عليه لأحدٍ من الناس ، فمن فعل ذلك فهو مبتدع على غير السنة والطريق

'Whoever rebels against a leader of the Muslims, whom the people have come together under him as their ruler and accepted his rulership IN WHATEVER MANNER whether they are pleased with it or not, whoever rebels against him (or invites to rebellion against him), such is a Khaarijee (from the Khawaarij) who has broken the oneness of the Muslims and has opposed the narrations from the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam –, if he that Khaarijee were to die, he dies a death in the time of Jaahiliyyah.

'It is not PERMISSIBLE TO FIGHT THE RULER nor should ANYONE REBEL AGAINST HIM. WHOEVER DOES THAT IS AN INNOVATOR WHO IS NOT UPON THE SUNNAH AND (THE CORRECT) PATH.' End of quote.

Also Al-Imaam Aboo Ja'far At-Tahaawee – rahimahuLlaah - said in his famous book on Aqeedah, Al-Aqeedah At-Tahaawiyyah, inter alia:

ولا نرى الخروج على أئمتنا وولاة أمورنا وإن جاروا ولا ندعوا عليهم ولا ننزع يدا من طاعتهم ونرى طاعتهم من طاعة الله عز و جل فريضة ما لم يأمروا بمعصية وندعوا لهم بالصلاح والمعافاة

'We (Ahlus-Sunnah Wal Jamaa'ah) see it impermissible to rebel against our leaders and those at the helms of our affairs even if THEY WERE TO BE SINFUL. We will not curse them nor stop giving them obedience. Obedience to them is an obligatory obedience to Allaah the Mighty and Most Sublime so far they DO NOT COMMAND OF SIN. We will make supplication of wellbeing and safety for them.'

Aboo Ja'far At-Tahaawee too lived many centuries before the birth of the Saudi State!

Al-Imaam Aboo Muhammad Al-Bar'bahaaree – may Allâh bestow mercy on him – said in Shar'hu Sunnah:

ولا يحل قتال السلطان ولا الخروج عليه وإن جار وذلك لقول رسول الله صلى الله عليه و سلم لأبي ذر الغفاري اصبر وإن كان عبدا حبشيا وقوله للأنصار اصبروا حتى تلقوني على الحوض وليس من السنة قتال السلطان فإن فيه فساد الدنيا والدين

'It is not permissible to fight the Sultaan nor rebel against him EVEN IF HE WERE TO BE SINFUL this is due to the statement of the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – to Aboo Dhaar al-Ghifaaree – may Allâh be pleased with him – 'Be patient (even if the ruler were) an Abyssinian slave,' and his statement – Sallallâhu alayhi wa sallam – to the Ansaar 'Be patient until you will meet me by the Pond.' IT IS NEVER FROM THE SUNNAH to fight the Sultaan, there is in that a great calamity for the world and the Deen.'

Al-Imaam Ibn Qudaamaa Al-Maqdsee – may Allâh bestow mercy on him – also said in Lum'atul-Itiqaad, inter alia:

ومن السنة : السمع والطاعة لأئمة المسلمين وأمراء المؤمنين - برهم وفاجرهم - ما لم يأمروا بمعصية الله ، فإنه لا طاعة لأحد في معصية الله ، ومن ولي الخلافة واجتمع عليه الناس ورضوا به ، أو غلبهم بسيفه حتى صار الخليفة ، وسمي أمير المؤمنين ، وجبت طاعته وحرمت مخالفته والخروج عليه وشق عصا المسلمين .

'It is from the Sunnah to listen and obey the leaders of the Muslims and the rulers of the believers – WHETHER THEY ARE PIOUS OR SINFUL – so far they do not command of sins. There is no obedience to anyone in sinfulness. Whoever becomes the Khaleefah (ruler) and people gather round him and are pleased with him (as their ruler) or becomes a ruler THROUGH THE SWORD and is named the ruler-of-the-believers, it is obligatory to obey him, it is forbidden to oppose him and rebel against him therefore breaking the unity of the Muslims.'

And Al-Imaam Ibn Abee Zayd al-Qayrawaane – may Allâh bestow mercy on him – said in the preface of his Risaalah, as thus:

والطاعة لأئمة المسلمين من ولاة أمورهم وعلمائهم

'Obedience is to the leaders of the Muslims, their RULERS and SCHOLARS.'

[So the scholars are among the 'leaders of the Muslims', Muslims should learn how to respect them].

Allaah the Mighty Lord said in His Book,

يَا أَيُّهَا الَّذِينَ آَمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ فَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِنْ كُنْتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآَخِرِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًا

O you who believe! Obey Allâh and obey the Messenger (Muhammad), and those of you (Muslims) WHO ARE IN AUTHORITY. (And) if you differ In anything amongst yourselves, refer it to Allâh and his Messenger, if You believe in Allâh and in the Last Day. That is better and more suitable for final determination. [Soorah An-Nisaa: 59].

Al-Imaam Ibn Katheer – may Allâh bestow mercy on him – said in the Tafseer of the Verse after bringing several narrations from the Sunnah as to the obligation of obedience to the leaders of the Muslims,

فهذه أوامر بطاعة العلماء والأمراء

'These (Verse and narrations) are commands regarding obedience to the SCHOLARS and RULERS.' End of quote.

Some of the Ahadith on that:

Al-Imaam Al-Bukhaaree and Muslim recorded in the Saheehs on the authority of Ibn Abbaas – may Allâh be pleased with him –

مَنْ رَأَى مِنْ أَمِيرِهِ شَيْئًا يَكْرَهُهُ فَلْيَصْبِرْ عَلَيْهِ فَإِنَّهُ مَنْ فَارَقَ الْجَمَاعَةَ شِبْرًا فَمَاتَ إِلَّا مَاتَ مِيتَةً جَاهِلِيَّةً

'Whoever sees anything detestable in his ruler should be patient because whoever leaves the Community (of the Muslims) in a palm's length and dies on that, dies a death like the time of Jaahiliyyah.'

Al-Imaam Al-Bukhaaree and Muslim also recorded in the Saheehs on the authority of Ubaadah bn As-Saamit – may Allâh be pleased with him:

بَايَعَنَا عَلَى السَّمْعِ وَالطَّاعَةِ فِي مَنْشَطِنَا وَمَكْرَهِنَا وَعُسْرِنَا وَيُسْرِنَا وَأَثَرَةً عَلَيْنَا وَأَنْ لَا نُنَازِعَ الْأَمْرَ أَهْلَهُ إِلَّا أَنْ تَرَوْا كُفْرًا بَوَاحًا عِنْدَكُمْ مِنْ اللَّهِ فِيهِ بُرْهَانٌ

'We took allegiance (from the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam –) that we will listen and obey when we are active or not (as explained by Ibn Hajar – may Allâh bestow mercy on him – in Fat'hul-Baaree), in difficulty and ease, and when preference is made over us; THAT WE SHOULD NOT BREAK AWAY FROM OBEDIENCE TO THE RULER except if you see a clear-cut kufr which you have a justification for from Allaah.'

Al-Imaam Al-Bukhaaree – may Allâh bestow mercy on him – recorded in his Saheeh on the authority of Naafi' bn Abdillaah – may Allâh be pleased with him,

السَّمْعُ وَالطَّاعَةُ عَلَى الْمَرْءِ الْمُسْلِمِ فِيمَا أَحَبَّ وَكَرِهَ مَا لَمْ يُؤْمَرْ بِمَعْصِيَةٍ فَإِذَا أُمِرَ بِمَعْصِيَةٍ فَلَا سَمْعَ وَلَا طَاعَةَ

'Listening and obedience is upon a Muslim in what he likes or hates so far he has not be commanded of sin. If he is commanded of sin, then he should not listen or obey.'

Al-Imaam Muslim – may Allâh bestow mercy on him – recorded in his Saheeh:

عَنْ أُمِّ سَلَمَةَ أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ سَتَكُونُ أُمَرَاءُ فَتَعْرِفُونَ وَتُنْكِرُونَ فَمَنْ عَرَفَ بَرِئَ وَمَنْ أَنْكَرَ سَلِمَ وَلَكِنْ مَنْ رَضِيَ وَتَابَعَ قَالُوا أَفَلَا نُقَاتِلُهُمْ قَالَ لَا مَا صَلَّوْا

'On the authority of Umm Salamah – may Allâh be pleased with her – that the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – said, 'There shall be rulers that you will approve (of some of their acts) and disapprove (of some). Whoever knows their ills (and does not get confused by them [as Al-Imaam An-Nawaawee – may Allâh bestow mercy on him – said in Shar'hu Muslim] has no blame and whoever disapproves of the act (in the legislated manners the Shariah has stipulated [this is coming later Insha Allaah]) is safe. But whoever is pleased with them and follows them (that is, their evils and sins, such as, aiding them) [is faulty]. The Companions – may Allâh be pleased with them – said, 'SHOULD WE FIGHT THEM?' the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – replied, 'NO! SO FAR THEY OBSERVE THE COMMUNAL PRAYERS (FOR YOU).'''

Al-Imaam An-Nawaawee– may Allâh bestow mercy on him – commented on the hadith,

فَفِيهِ مَعْنَى مَا سَبَقَ أَنَّهُ لَا يَجُوز الْخُرُوج عَلَى الْخُلَفَاء بِمُجَرَّدِ الظُّلْم أَوْ الْفِسْق مَا لَمْ يُغَيِّرُوا شَيْئًا مِنْ قَوَاعِد الْإِسْلَام .

'There is in the hadith the meaning of what has preceded that IT IS NOT PERMISSIBLE TO REBEL AGAINST THE KHULAFAA JUST BECAUSE OF ANY OPPRESSION OR TRANSGRESSION FROM THEM, SO FAR THEY HAVE NOT CHANGED ANY OF THE FOUNDATIONS OF ISLAM.'

[It is only the people of proper sight that will see the light in that].

There are several other authentic narrations from the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – over that.

The Recommendation of Changing Evil (of the Rulers) and How That Should Be Done

This aspect is taken from the book, Muaamalatul-Hukkaam ['How to relate with Rulers' pp.73-76], of Ash-Shaykh Abdus-Salaam bn Barjas Aal- Abdul-Kareem – may Allâh bestow mercy on him.

After bringing evidences for the merit in commanding good and forbidding from evil, the Shaykh – may Allâh bestow mercy on him – said,

'This hadith indicates the permissibility of changing evil with the hand for whoever has the power to e.g. a person that has the ability of breaking a musical instrument, decimating a picture, etc. But this should be done upon the condition that the act of changing the evil will not lead to a greater evil…

'Ibn Al-Azraq said in Badaa'iu As-Sulk Fee Tabaa'il-Mulk, when he mentioned some of the wrong ways of correcting the rulers: 'From among the greatest calamity is changing a wrongdoing through a manner only the ruler can do.'

Ash-Shaykh Barjas continued,

'All this has to do with when the person to be corrected is not the Sultaan, if he were the one 'then it is not permissible for anyone to stop him using the power of the hand or pointing the sword at him or gathering some people against him because that will lead to tribulations, further harm and lack of respect for the rulers in the hearts of the subjects, that can even lead to rebelling against him and an eventual destruction of the land among other evil effects that are not hidden' – That is what Ibn an-Nuhaas said in Tanbeehul-Ghaafileen p.46.

'Al-Imaam Ahmad said, 'The Sultaan should not be opposed because his sword is always ready to strike.' See Al-Aadaabus-Sharee'ah 1/197.

'Ibn Muflih said in al-Aadaabus-Sharee'ah 1/195-197, 'None should criticize the Sultaan except by exhorting him, bringing the fear of Allaah upon him and warning him of the consequence of evil act in the world and the hereafter…

'Ibn Al-Jauzee said, 'What is permissible regarding enjoining good on the rulers is by letting them know (of their wrongdoing) and consequently reminding them of their duties. As for abusing them such as saying: O you oppressor! O you who does not fear Allaah! If that will lead to a tribulation such as will affect the others then it is not permissible to say them. If he only fears its retribution upon himself (such as if he is saying them in a seclusion with a ruler) then it is permissible according to the view of the majority of the scholars. [Ibn Al-Jauzee said] BUT MY VIEW IS THAT THAT SHOULD BE AVOIDED.

'Ibn An-Nuaas said it is preferred to be one-on-one with the ruler when one wants to criticize him rather than saying it to all the people (like on the pulpit or on the Internet!). In fact it is most preferred that he speaks with the ruler in secret without the third person listening.'

The Manhaj of the Salaf is between two extremes, when it comes to correcting the rulers; between the extremism of the khawaarij and that of the Raafidah (Shia). The khawaarij see the permissibility of rebelling against the ruler any time he sins while the Raafidah rate their rulers as infallible thus they do not correct them at all.

Said Ash-Shaykh Barjas,

'Allaah favoured Ahlus-Sunnah Wal-Jamaa'ah thus when they want to correct the rulers for any fault, they do so based upon the conditions laid down by the Sharee'ah.

'The most important of the manners of correcting the errors of the rulers is by counseling him in secret, not in the public upon the pulpits or meeting points of the people, etc...

'The Manhaj of the Salaf strives to bring the people's hearts to their rulers so that there will be love between the ruler and the led, and that people should be patient over any fault that might come from the ruler such as conceitedness … they will correct the rulers in secret and make public correction of vices which the generality of the people used to engage in such as fornication, taking of bribes, injustice, etc.

'The ruler can therefore be corrected by having a secret talk with him or writing a letter to him, or getting in touch with the scholars who are close to him until they will be able to direct him to what is correct…

'In the Fitnah that occurred in the time of Uthmaan bn Affaan – may Allâh be pleased with him –, some people said to Usaamah bn Zayd – may Allâh be pleased with him –, 'Won't you criticize him?' He replied, 'SHOULD I CRITICIZE HIM IN THE PRESENCE OF THE PEOPLE? I WOULD RATHER DO THAT WHEN I AM ALONE WITH HIM. I WILL NOT OPEN THE DOOR OF EVIL TO THE PEOPLE…

Iyaad bn Ghanam (a Companion of the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – among those who made allegiance to him – Sallallâhu alayhi wa sallam – under the Tree) said to Hishaam bn Hakeem (another Companion of the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam –), 'O Hishaam, we too hear what you hear, we also see what you see (regarding the evils of the ruler), but are you not aware that the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – said, 'Whoever wants to correct the Sultaan over any matter, he should not do that publicly he should rather get hold of his hands and go into a seclusion with him. If the ruler accepts his sermon good, if he does not then THE CORRECTER HAS RENDERED HIS DUTY.' Hishaam, we see you being brave against the ruler appointed by Allaah are you not afraid that the Sultaan should kill you and people start calling you 'a person killed by the Sultaan of Allaah.'' [Ash-Shaykh Barjas declared the hadith to be Saheeh in the work. He said Ash-Shaykh al-Albaanee rendered it as a Saheeh too in Dhilaalu-Jannah (2/521-22)].

'Al-Imaam At-Tirmidhi recorded in his Sunan (2225) on the authority of Ziyaad bn Kaseeb Al-Adawee who said, 'I was with Aboo Bakrah – may Allâh be pleased with him – under the pulpit of Ibn Aamir while the latter was delivering a sermon while putting on a heavy and costly cloth, then one Aboo Bilaal (a well-known khaarijee) said, 'Look at our Ameer putting on a fancy and heavy cloth!' Aboo Bakrah replied, 'Keep quiet! I heard the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – say, 'Whoever disgraces the Sultaan of Allaah on earth, Allaah will disgrace him.'''

'In the version of Al-Imaam Ahmad, the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – said, 'Whoever honours the Sultaan of Allaah in this world Allaah will honour him in the Hereafter, and whoever disgraces the Sultaan of Allaah in this world, Allaah will disgrace him on the Day of Qiyaamah.'

Ash-Shaykh Barjas said Ash-Shaykh Al-Albaanee authenticated the hadith in Silsislah Saheehah (5/376).

Verses the Impatient Ones Cite to Discredit Islamic Governments:

Some confused people do cite some Verses of the Qur'aan against the rulers to say they have apostatized for one sin or the other, among those Verses are the ones to be looked at below.

We say again that Islam is a religion that should be learnt from the correct sources. There is no doubt that there are many misguided persons out there looking for who else to misguide. This is why it is often very important that we go on the real path of knowledge. One of the Fitnah of our time is learning via the Internet. No doubt there are many benefits in the use of the Internet for the Muslims, but it seems these days some evil people want to take the advantage of the so-called free-flow of information to mislead the unwary among the Muslims. May Allaah safeguard the Muslims from the plots of the mischief-makers.

If those Verses are cited to declare the Saudi government as being sinful or as being kufr, may Allaah protect the rulers from that, that is not the first time a Verse or two of the Qur'aan will be cited and misconstrued in a way to suit the whims of the people of base desires.

What meaning did Khawaarij give to this Verse in Soorah Maaidah?

لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الْكَافِرُونَ وَمَنْ

'…whosoever does not judge by what Allâh has revealed, such are the Kâfirûn (i.e. disbelievers). (Verse 44).

They say it refers to Muslim rulers who anyhow fails to rule with the Sharee'ah in any given matter.

The Khaawarij of old did not wait for the explanation from the Salaf of the Verse before they jumped into the conclusion that whoever does not judge with the law of Allaah has become a Kaafir without any consideration.

But Ibn Abbaas – Tarjoomanil-Quraan – may Allâh be pleased with him – said,

وليس كمن كفر بالله وملائكته وكتبه ورسله

'It is not like he who disbelieves in Allaah, His Angels, His Books and Messengers!' [Tafseer Ibn Katheer].

In the affair of Alee bn Abee Taalib and Muaawiayyah – may Allâh be pleased with both – when it came to arbitration what did Khawaarij were saying? 'The rule is for Allaah!' 'The rule is for Allaah!' 'The rule is for Allaah!' Relying on the Verse and others. Were they right? No, Ibn Abbaas – may Allâh be pleased with him – proved to them thy were wrong, and they have been wrong till this day of ours. The Khaawarij can never be successful in their endeavor. Have you ever seen them being successful?

So it is not new when we see some people take one or two Verses of the Qur'aan and give them their own meanings out of whims and caprices.

The First Verse:

يَا أَيُّهَا الَّذِينَ آمَنُوا لا تَتَّخِذُوا الْيَهُودَ وَالنَّصَارَى أَوْلِيَاءَ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ وَمَنْ يَتَوَلَّهُمْ مِنْكُمْ فَإِنَّهُ مِنْهُمْ إِنَّ اللَّهَ لا يَهْدِي الْقَوْمَ الظَّالِمِينَ

O you who believe! Take not the Jews and the Christians as Auliyâ’ (friends, protectors, helpers), they are but Auliyâ’ of each other. And if any amongst you takes them (as Auliyâ’), then surely he is one of them. Verily, Allâh guides not those people who are the Zâlimûn (polytheists and wrong-doers and unjust). (Maaidah: 51).

As sinful as the act might be, we have not seen any of the Salaf declaring as a Kaafir, a Muslim who knowingly or unknowingly takes a Christian or a Jew as a friend. Perhaps they have forgotten that individuals make up a government.

But what will they say about this reason behind this Verse below?

يَا أَيُّهَا الَّذِينَ آَمَنُوا لَا تَتَّخِذُوا عَدُوِّي وَعَدُوَّكُمْ أَوْلِيَاءَ تُلْقُونَ إِلَيْهِمْ بِالْمَوَدَّةِ وَقَدْ كَفَرُوا بِمَا جَاءَكُمْ مِنَ الْحَقِّ يُخْرِجُونَ الرَّسُولَ وَإِيَّاكُمْ أَنْ تُؤْمِنُوا بِاللَّهِ رَبِّكُمْ إِنْ كُنْتُمْ خَرَجْتُمْ جِهَادًا فِي سَبِيلِي وَابْتِغَاءَ مَرْضَاتِي تُسِرُّونَ إِلَيْهِمْ بِالْمَوَدَّةِ وَأَنَا أَعْلَمُ بِمَا أَخْفَيْتُمْ وَمَا أَعْلَنْتُمْ وَمَنْ يَفْعَلْهُ مِنْكُمْ فَقَدْ ضَلَّ سَوَاءَ السَّبِيلِ

O you who believe! take not My enemies and Your enemies (i.e. disbelievers and polytheists, etc.) as friends, showing affection towards them, while they have disbelieved In what has come to You of the Truth (i.e. Islâmic Monotheism, This Qur'ân, and Muhammad Sal-Allaahu 'alayhe Wa Sallam), and have driven out the Messenger (Muhammad Sal-Allaahu 'alayhe Wa Sallam) and yourselves (from Your homeland) because You believe In Allâh Your Lord! if You have come forth to strive In My Cause and to seek My good pleasure, (then take not These disbelievers and polytheists, etc., as Your friends). You show friendship to them In secret, while I am All-Aware of what You conceal and what You reveal. and Whosoever of You (Muslims) does that, Then indeed He has gone (far) astray, (away) from the Straight Path.

It occurred that a Companion of the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – by name Haatib bn Abee Balta'ah – may Allâh be pleased with him – divulged the secret of the war plan of the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – to the Kuffaar in Makkah. When he was discovered out and he gave his reason, that he wanted to save his children in Makkaah from the attack of the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam , the Messenger of Allaah – SallaLlâhu 'alahyi wa sallam – accepted the reason and forgave him because of his former role in Islam and other reasons. He was among the Muslims of Badr.

Even though the act was that of a Kabeerah, a great one indeed, he was not declared a Kaafir.

So for you to use the Verse to declare a whole Islamic state as Kufr because of its dealing with other Kuffaar governments is horrendous. Once again, it is the Khawaarij that do that.

Let us ask them a question, when you have your dreamed 'Islamic state,' wont' you have dealings with the Kuffaar governments?

Yes the issue of seeking military support in terms of getting weaponry, entering into treaties or other matters from the Kuffaar government is a great matter which the scholars of the Deen have discussed now and then. But these scholars have not as a result of that say a government is Kufr because of the seeming military alliance with the Kuffar governments.

Those who have painstakingly studied the AS-Siyaasah Ash-Shar'iyyah (Islamic politics) will know that many things are involved. Alhamdulillah we have the people of deep sight around. It is only a fool who cannot see beyond his nose. I hope the fool can now see himself?!

As for the second Verse,

الَّذِينَ آَمَنُوا يُقَاتِلُونَ فِي سَبِيلِ اللَّهِ وَالَّذِينَ كَفَرُوا يُقَاتِلُونَ فِي سَبِيلِ الطَّاغُوتِ فَقَاتِلُوا أَوْلِيَاءَ الشَّيْطَانِ إِنَّ كَيْدَ الشَّيْطَانِ كَانَ ضَعِيفًا

Those who believe, fight in the Cause of Allâh, and those who disbelieve, fight in the cause of Tâghût (Satan,). So fight you against the friends of Shaitân (Satan); Ever feeble indeed is the plot of Shaitân (Satan). (Nisaa: 76).

Are they trying to ask why the Islamic governments don't fight the US and the Britain?

Let us leave them with Shaykh Uthaymeen – may Allâh bestow mercy on him:

The Shaykh – may Allâh bestow mercy on him – said:

If someone were to ask; why don't we fight the US, Russia, France and the UK now?

The answer to that is to say we would not fight them because we do not have the ability. We have outdated weapons which if compared with theirs, are like knifes with missiles; the former will be of no use. How can we then fight them?

Therefore I say, it is of utmost stupidity that someone should say that we should fight the US, France, the UK and Russia now. This not justifiable under the Wisdom of Allâh the Majestic and neither under His Shariah. But what is imperative upon us is to carry out what Allâh has commanded us to do: And make ready against them All You can of power [Al-Anfaal: 60].

This is what is imperative, that we should prepare for them what we can of power; and the best of power is Faith (in Allâh) and fear (of Him); with both, we shall be able to overpower our desires, weakness, love for the world; indeed we love the world and we detest death… and among what is important that we should prepare for our enemy is that we should not be divided while we are under a single banner or many banners. How many countries make up the Islamic Nation today? Many countries! While in the advent of Islam it was just a single nation. The countries have become plenty today. Are the (Muslim) countries united or divided? They are indeed very divided to the highest degree. And even in the case of one country, are its people united? The best answer to that is the negative. Most Islamic countries are filled with parties – political and religious, moral and methodological. Go out of your country and see the profound amazement; each village (posing as a country) sees itself as an independent country on its own belief, methodology, acts and judicial system; how then can we become victorious over our enemy?. End of quote.

It is only a person of sight that will see beyond his nose.
